At the stage of planning,under the same production program, the JPH is not same, and under the same JPH, the data of public consumption is quite different.In this paper,through the interpretation of equipment annual base, equipment load, equipment utilization coefficient etc.Through literature、books, and the design experience of public designers,it is clear that how to confirm the JPH and guide the construction design by theoretical calculation of the consumption of compressed air and hot water.
